Does your webshop have to send Peppol invoices?

It depends on two things: who your customer is and where you are established. With this decision tree you will know in a minute.

Short decision tree

  1. Do you sell to a consumer (B2C)? Then you do not need Peppol. A regular invoice is enough, for example a PDF by email.
  2. Do you sell to a Belgian VAT-registered business, and are you yourself established and VAT-registered in Belgium? Then you must send a structured e-invoice over Peppol (Peppol BIS Billing 3.0). Since 1 January 2026 a PDF is in principle no longer enough.
  3. Are you established outside Belgium, for example a Dutch webshop without a Belgian establishment? Then you are in principle not covered by the Belgian obligation, although your Belgian customers may still ask for it. Read Dutch webshop with Belgian customers.
  4. Do you sell to a business in another EU country? Then the Belgian obligation does not apply. VAT is usually reverse charged, after a VIES check. See reverse charge to Belgian businesses.

When is an order a B2B sale?

As soon as your customer orders as a business and enters a VAT or company number. Ask for that number at checkout, because without it you do not know whether you have to send an e-invoice. You can then check it and derive the Peppol address from it, see how to find a Peppol ID.

Exceptions

Not everyone has to do everything. The exceptions differ for sending and receiving:

Note: businesses that use the small-business VAT exemption (turnover up to €25,000) are in principle covered too, and so are farmers under the special agricultural scheme, at least for receiving invoices. Check your situation with the Belgian FPS Finance or your accountant.

Receiving too

The obligation works both ways. Even if you only sell to consumers, you must be able to receive e-invoices from your Belgian suppliers. You arrange that with your access point or through your accounting software, see what a Peppol access point is.

What if your customer is not on Peppol yet?

You may then deliver the invoice another way. If that is electronic, for example a PDF by email, your customer has to agree. In any case, ask for your customer's Peppol ID.

What happens if you do not comply?

Since 1 April 2026 fines from €1,500 to €5,000 can be imposed. All details are in e-invoicing in Belgium.

What do you do in practice?

  1. Get an access point and a Peppol ID for your business.
  2. Have your webshop create an invoice as a UBL file for every business order.
  3. Ask for the VAT number at checkout.
  4. Send the invoice over Peppol, with a PDF by email for readability.

Frequently asked questions

Does a webshop that only sells to consumers have to do anything?

Not for sending, because consumers get a regular invoice. A Belgian VAT-registered business does have to be able to receive e-invoices from its suppliers.

Does the obligation also apply to a sole trader or freelancer?

In principle yes. According to the FPS Finance, businesses that use the small-business VAT exemption (turnover up to €25,000) are in principle covered too. Check your situation with your accountant.

Can I still send a PDF as well as the e-invoice?

Yes. You can add a PDF, but the structured e-invoice is the document that counts.

What if my customer is not on Peppol?

You may then deliver the invoice another way. If that is electronic, for example a PDF by email, your customer has to agree.
